	This routine enables or disables clipping in the window indicated
	by "window_id".

	window_id	window ID
	clip		clipping flag
			(WMNGR_CLIP_IT -> disable I/O to the window border
			 WMNGR_NO_CLIP -> enable I/O to the window border,
			 CLIB_DEFAULT_ARG -> simply return the present
					     clipping state)

	This function returns status values as follows:

	CBS_INVARG		invalid window ID was specified
	CBS_NO_WINDOW		requested window does not exist
	CBS_INVTYP		window has no border and cannot be clipped
	CBS_MEMFAIL		dynamic memory allocation failure
	TRUE			clipping was previously enabled
	FALSE			clipping was previously disabled
