status.i4.v = window_retitle_c(window_id.i2.v, title.i1a.r, color.i4.v

	This routine retitles the window indicated by "window_id".  If a
	null pointer is passed for "title", the present window title will
	simply be recolored.

	window_id	window ID
	title		null-terminated title string  (If a value of NULL
			is passed for this argument, the title text will
			not be changed.)
	color		title color (constants are in 'cnsparam')
	[char_case]	case of title string
			(WMNGR_MIXED_CASE -> allow mixed case (default),
			 WMNGR_UPPER_CASE -> force to upper case,
			 WMNGR_LOWER_CASE -> force to lower case)

	This function returns ACNET status values as follows:

	OK			success
	CBS_NO_WINDOW		requested window does not exist
	CBS_INVTYP		this window has no border
	CBS_MEMFAIL		failed in allocating dynamic memory
