	Resize the window indicated by "window_id".  A value of TRUE will be
	returned if the window is actually resized.

	window_id	window ID

	This function returns status values as follows:

	CBS_NO_WINDOW		requested window does not exist
	CBS_NOTENB		window moving is disabled
	CBS_WINDOW_OCCLUDED	requested window is presently occluded
	TRUE			window resized
	FALSE			window not resized
