	This routine returns whether or not the indicated window has
	the requested feature.

	window_id	ID of desired window
	feature		requested feature
			(WMNGR_HAS_BORDER -> window border,
			 WMNGR_HAS_TITLE -> window title,
			 WMNGR_HAS_SCROLLBAR -> vertical scroll bar,
			 WMNGR_HAS_SCROLLSTATUS -> scroll status display,
			 WMNGR_HAS_HORZ_SCROLLBAR -> horizontal scroll bar,
			 WMNGR_HAS_MENUBAR -> menu bar,
			 WMNGR_HAS_HANDLE -> handle)

	This function returns status values as follows:

	CBS_INVARG		invalid window ID was specified or invalid
				feature was requested
	CBS_NO_WINDOW		window doesn't exist
	CBS_MEMFAIL		dynamic memory allocation failure
	TRUE			window has requested feature
	FALSE			window does not have requested feature
