	This routine allows the programmer to enable display of the
	scroll buffer status field.

	window_id	window ID
	[display_attr]	display attributes
			(WMNGR_DISPLAY_ALWAYS -> display all the time
			 WMNGR_DISPLAY_WHEN_NEEDED -> display only if there
						      are lines in the
						      scroll buffer)

	This function returns status values as follows:

	CBS_INVARG		background or invalid window ID or display
				attribute was specified
	CBS_NO_WINDOW		window doesn't exist
	CBS_MEMFAIL		dynamic memory allocation failure
	TRUE			display was previously enabled
	FALSE			display was previously disabled
