	This routine allows the programmer to disable display of the
	scroll buffer status field.

	window_id	window ID
	erase_it	erase status field flag
			(TRUE -> erase existing scroll status field,
			 FALSE -> leave existing field)

	This function returns status values as follows:

	CBS_INVARG		background or invalid window ID or display
				attribute was specified
	CBS_NO_WINDOW		window doesn't exist
	CBS_MEMFAIL		dynamic memory allocation failure
	FALSE			display was previously disabled
	WMNGR_DISPLAY_ALWAYS	display was previously enabled at all times
	WMNGR_DISPLAY_WHEN_NEEDED	display was previously only enabled
					if there were lines in the scroll buffer
