status.i4.v = str_is_upper_case_c(string.i1a.r [,length.i4.v]

	This routine determines whether or not the passed string is composed
	of upper case characters.

	string		 string to check
	[length]	 length of string (If a value of zero is passed
			 or this argument is defaulted, the length of the
			 string will be calculated.)
			 (default is 0)
	[allow_nonalpha] flag indicating whether or not to allow
			 nonalphabetic characters
			 (TRUE -> allow nonalphabetic characters,
			  FALSE -> only allow alphabetic characters (default))

	This function returns status values as follows:

	TRUE			string is upper case
	FALSE			string is not upper case
