status.i4.v = set4rd(onoff.i1.r)

	This function will set or clear the "set for read" privilege bit for
	the calling task.  This function is provided for those segments of
	applications that do GSSET or DPSET calls to obtain readings.  New
	consoles may be locked from setting access (i.e. readonly).  Those
	programs that wish their reading functions that require a setting
	setup to work may wish to encapsulate those sections of code with a 
	"set4rd on" followed by a "set4rd off".

	onoff		set for read flag
			(0 (OFF) -> set for reads not allowed,
			 nonzero (ON) -> set for reads allowed)

	This function returns status values as follows:

	OK			success
	FORTRAN_TRUE		request denied
