	This routine will remove a value from the end of a queue.

	queue		queue to access
	[was_removed]	optional flag indicating whether or not an
			entry was actually removed from the queue
			(TRUE -> element was removed,
			 FALSE -> no element was available for removal,
			 CLIB_INVARG -> not a valid queue)
