	This routine will retrieve information about the next entry
	in a packed data buffer.

	packed_buffer	packed data buffer to retrieve from
	[data_type]	returned next data type to be retrieved from buffer
			(CNV_xxx constants)
	[data_length]	returned next length/number of elements to be
			retrieved from buffer

	This function returns ACNET status values as follows:

	OK			success
	CLIB_NOINIT		no information in buffer
	CLIB_NO_SUCH		entire buffer has been read
