	This routine will copy data from a packed data buffer.

	packed_buffer	packed data buffer to copy
	max_length	maximum number of bytes to copy
			(If a value of 0 is passed for this argument,
			 the entire packed data buffer will be copied.)
	data_length	returned number of bytes copied
	data		returned copied data

	This function returns ACNET status values as follows:

	OK			success
	CLIB_INVARG		invalid data length
