	This routine determines if a clock type is a beam sync clock type.

	clock_type	clock type to check (CLOCK_xxx)
			(constants are in CLIB)

	This function returns status values as follows:

	CLIB_INVARG		invalid clock type supplied
	TRUE			clock type is a beam sync clock
	FALSE			clock type is not a beam sync clock
