status.i4.v = is_acnet_error_c(value.i4.v)

	This routine tests a value to see if it's a valid ACNET error
	code.  It checks to see if the low order byte of the value is
	a valid ACNET error facility number and if the next byte is a
	valid error number.

	value		value to test

	This function returns status values as follows:

	TRUE			passed value is a valid ACNET error code
	FALSE			passed value is not a valid ACNET error code
