	This routine will insert an entry into an array and delete the
	last entry in the array.

	array		array to be manipulated
	num_entries	number of entries in the array (>= 1)
	sizeof_entry	size of a single entry (in bytes) (>= 1)
	insert_entry	entry number to insert (starts at 1)
	new_entry	data to fill into the new entry in the array
			(If a value of NULL is passed for this argument,
			 the new entry will be filled with zeroes.)

	This function returns ACNET status values as follows:

	OK			success
	CLIB_INVARG		invalid number of entries, size of entry,
				or insertion entry
