	This routine returns the ACNET device required to access
	a GPIB device.

	node		GPIB front end
	gpib_address	device's GPIB address (0-255)
	device_index	returned transparent ACNET device index
	binary_device	returned binary ACNET device index

	This function returns ACNET status values as follows:

	OK			success
	CBS_INVARG		invalid device address
	CBS_NO_SUCH		VME interface device doesn't exist
	CBS_NOTYET		IP name specified device selected
	DIO_xxx			error retrieving VME interface device
