clinks.i4.v = get_date_clinks(row.i4.v, col.i4.v [,status.i4.r])

	Prompts the user to input a date in dd-mmm-yyyy hh:mm:ss format
	and returns the equivalent # of clinks.   Please see clinks_now for
	the definition of clinks.
	The date is assumed to be local time.  This routine calls
	date_to_clinks to do the actual conversion.  Please see the
	date_to_clinks documentation for how daylight savings time
	is handled.

	row		top row of date input window
			(use WMNGR_CENTER for centering)
	col		left column of date input window
			(use WMNGR_CENTER for centering)
	[status]	conversion status
			(OK -> successful conversion,
			 CBS_MEMFAIL -> memory allocation failure,
			 CBS_WINDOW_TOO_BIG -> window won't fit on screen,
			 CBS_NO_SUCH -> invalid month string,
			 CBS_RANGE -> invalid year, day, hour, minute,
				      or second)

	This function returns status values as follows:

	0			conversion failure
	otherwise		number of clinks
