	This function submits a setting request to the data pool.

	irinx		pointer to the request to mark for removal
	data		buffer containing the setting data
	queue_it	queue flag
			(TRUE  -> buffer this setting request
			 FALSE -> send this and any other buffered
				  requests to the front ends)
	error		standard ACNET error/status code
	[length]	length (in bytes) of setting data
			(defaults to the number of bytes in associated request)
	[offset]	offset in bytes from element zero
			(defaults to the offset of the associated request)

	This function returns no status (See "error".).
