	This routine determines whether or not a list of devices was
	was set in a particular time period.

	device_indices	array of device indices to check
	properties	property index or array of indices
			(PRSET -> setting property,
			 PRBCTL -> basic control property,
			 PRANAB -> analog alarm block,
			 PRDABL -> digital alarm block)
			(If the first value is less than zero, all devices
			 will be requested with a property index which is
			 equal to the absolute value of this argument.)
			(constants are in 'dbprops')
	start_time	start time in clinks (seconds since January 1, 1972)
	end_time	end time in clinks (seconds since January 1, 1972)
			(If a value of 0 is passed for this argument,
			 the end time will be the time this routine is called.)
	options		options (not used)
	was_set		returned array of setting values
			(TRUE -> device was set,
			 FALSE -> device was not set)
	num_devices	number of devices

	This function returns status values as follows:

	OK			success
	DIO_BADARG		invalid number of devices or property passed
	negative value		ACNET format error indicating overall failure
