	This routine parses a device name to see if it obeys
	all applicable device naming rules.

	device_name	null terminated device name to be validated
	machine_name	null terminated corresponding machine name
			(Pass a value of NULL or "none" if no machine
			 is specified.)
	[options]	device name validation options
			(DIO_NAME_OPT_NONE -> no options selected (default),
			 DIO_NAME_OPT_FULL_NAME -> validate as a full name)

	This function returns ACNET status values as follows:

	OK			success
	DIO_NO_SUCH		no validation rules exist for this case
	DIO_SYNTAX		name violates validation rules
	otherwise		other ACNET error
