	This routine determines if a character is a valid first character
	for a device name.

	chr		character to test
	[allow_index]	allow device index names
			(TRUE -> allow device index names (0:nnnnnnn),
			 FALSE -> don't allow device index names (default))

	This function returns status values as follows:

	TRUE			character is a valid first device name character
	FALSE			character isn't a valid first device name
