	This routine allows one to enable, disable, or trigger a list if
	system clock events.

	events		event numbers to control
			(constants are in 'tclk_events')
	command		(DIO_DISABLE_EVENT -> disable the events,
			 DIO_ENABLE_EVENT -> enable the events,
			 DIO_TRIGGER_EVENT -> trigger the events)
	errors		array of returned ACNET status values
	num_events	number of events
	[clock_system]	clock system of events
			(DIO_TCLK -> Tevatron clock (default),
			 DIO_MIBS -> Main Injector beam synch,
			 DIO_TVBS -> Tevatron beam synch,
			 DIO_RRBS -> Recycler beam synch)

	This function returns status values as follows:

	OK			success
	DIO_BADARG		invalid command or system
	DIO_MEMFAIL		dynamic memory allocation failure
	negative value		ACNET format error indicating overall failure
	positive value		number of events in error
