	This routine converts a data event string to a Frequency Time
	Descriptor (FTD).

			(up to DATA_EVENT_MAX_LEN characters)
	ftd		returned Frequency Time Descriptor
			(constants are in 'diolib')
	[options]	conversion options
			(DATA_EVENT_OPT_NONE -> no options selected (default),
			 DATA_EVENT_OPT_EVENT_PLUS_DELAY -> support event
							    plus delay,
			 DATA_EVENT_OPT_EXACT_MATCH_ONLY -> only allow an

	This function returns ACNET status values as follows:

	OK			successful conversion
	CLIB_INVARG		invalid data event string
	CLIB_NOTYET		data event value not supported
