	This routine displays a menu of console windows.

	title		title of input window  (Note: A null pointer may be
			passed if no title is desired.)
	top_row		top row of menu (use WMNGR_CENTER for centering)
	left_column	left column of menu (use WMNGR_CENTER for centering)
	console_window	returned console window
	cursor_handling	cursor positioning after the menu is closed
			(WMNGR_LEAVE_CURSOR -> leave cursor where it is when
					       the menu is closed,
			 WMNGR_RESTORE_CURSOR -> position the cursor where
						 it was located when the
						 menu was created,
			 CLIB_DEFAULT_ARG -> use cursor handling set up by
					     the most recent call to
	console_number	console number to create menu for
			(use a value of LOCAL for the current console)
	include_root	flag indicating whether or not to include the root
			window in the menu
			(TRUE -> include root window in menu,
			 FALSE -> don't include the root window)
	menu_text_type	type of menu text
			(CNV_SHORT_MENU_TEXT -> short menu text,
			 CNV_LONG_MENU_TEXT -> long menu text)

	This function returns ACNET status values as follows:

	OK			success
	CBS_WINDOW_TOO_BIG	window won't fit on screen
	CBS_ABORT		user aborted input
	CBS_INVARG		invalid menu text type passed
