	This routine will retrieve table information about the specified table
	and store the information in a APPDS_TABLE_INFO data structure.  The 
	information that is retrieve includes: table name, lock owners name, 
	lock flag, overwrite permission, access mode, read/write mode, retry 
	wait time, max records, the size in bytes of a record, number of data
	elements in a record and an array of APPDS_DATA_INFO data structures
	which describe each of the data elements. The APPDS_DATA_INFO structure
	contains three data fields:
		data_type - defines the type of data stored, valid values are  
		data_len  - length of character and byte strings, otherwise 0
		elm_count - number of items in a array, otherwise 0

	table_name	name of the APPDS table
	table_info	pointer to a valid APPDS_TABLE_INFO structure
	error_text	a pointer to a buffer to where any error messages are 
			placed (NULL indicates that no error text is wanted)
	db_name		name of the database where the APPDS table is found
			(if NULL the default value of APPDS_DEFAULT_DB is used) 
	db_server	name of the database server 
			(if NULL the default value of APPDS_DEFAULT_SERVER
			 is used) 

	This function returns ACNET status values as follows:

	OK			retrieved table information
	APPDS_BADMAST		corrupt APPlication Data Storage Master table
	APPDS_INVARG		invalid argument type 
	APPDS_NOTEXIST		specified table does not exists
	APPDS_MEMFAIL		failed to allocate memory
	SQL_xxx			system error occurred
