This routine will remove an Accelerator Command Language (ACL)
exit handler that was previously registered by a call to
'acl_register_user_exit_handler'.
callb_function address of exit handler function to remove
[callb_data] address of callback data (default is NULL)
This function returns status values as follows:
CLIB_OK success
CLIB_NO_SUCH exit handler function not found
