	This routine turns off the requested Tevatron power lead control

	location	which valve locations are desired
			(LEAD_ALL -> all locations,
			 LEAD_RING -> all standard locations,
			 LEAD_B0_HIGH_CURR -> B0 low beta high current PS leads,
			 LEAD_B0_MED_CURR -> B0 low beta medium current PS
			 LEAD_B0_LOW_CURR -> B0 low beta low current PS leads,
			 LEAD_D0_HIGH_CURR -> D0 low beta high current PS leads,
			 LEAD_D0_MED_CURR -> D0 low beta medium current PS
			 LEAD_D0_LOW_CURR -> D0 low beta low current PS leads)
	type		type of leads
			(LEAD_BOTH -> high and low energy leads,
			 LEAD_LOW -> low energy leads,
			 LEAD_HIGH -> high energy leads)
	[check_tev]	check Tevatron ramp current before turning off
			power lead flows (If Tevatron ramp current is out
			of range to turn off any requested lead flows,
			a value of CBS_NOTENB is returned, and no lead flows
			are turned off.)
			(TRUE -> check Tevatron current (default),
			 FALSE -> ignore Tevatron current)

	This function returns ACNET status values as follows:

	OK			success
	CBS_NOTENB		invalid request for current ramp state
	DIO_xxx			failed in accessing lead flows
