	This function returns the time slot in a time table that immediately
	precedes the time passed in.  If the time exactly matches a value
	in the time table, that slot number is returned.  This function 
	is currently valid only for 46x devices.

	main_device	name of base (no suffix) 465 device
       time		time in seconds 
	table_number	time table number to search (1-C465_NUM_TABLES)

       This function returns status values as follows:

	CBS_INVARG		invalid root name (no blanks) or table number
	CBS_INVSIZ		invalid family size (database entry error)
	CBS_INVTYP		device is not a waveform generator
	CBS_NO_SUCH		time beyond end of table or family device
				not found
	negative value		other ACNET error
	otherwise		slot number preceeding time argument
