	This routine sets the time table (f(t)) update frequency for a
	C473 family device.

	root_name	root name of device
			(dio_get_terse_name_length characters per device)
	ft_freq		desired f(t) frequency in Hz
			(1000, 5000, 10000, 50000, or 100000)

	This function returns status values as follows:

	OK			success
	CBS_INVARG		invalid root name (no blanks) or
				requested f(t) frequency value
	CBS_INVSIZ		invalid family size (database entry error)
	CBS_INVTYP		device is not a C473 module
	CBS_NO_SUCH		family device not found
	CBS_BUGCHK		invalid f(t) frequency found
	DIO_xxx			error retrieving database info
