	This routine sets the time table update frequency for a C46x module.

	root_name	root name of device
			(dio_get_terse_name_length characters per device)
	ft_freq		desired f(t) frequency in Hz
			(1000, 5000, or 10000)

	This function returns status values as follows:

	OK			success
	CBS_INVARG		invalid root name (no blanks) or
				requested f(t) frequency value
	CBS_INVSIZ		invalid family size (database entry error)
	CBS_INVTYP		device is not a C465 module
	CBS_NO_SUCH		family device not found
	DIO_xxx			error retrieving database info
	1			time table update frequency is 1 KHz
	5			time table update frequency is 5 KHz
	10			time table update frequency is 10 KHz
