Util Abstract

Usage :   UTIL is the console utility window.  There is an instance of
	  of this process for every console instance.  It provides many
	  utility functions in support of console operations.  Saving,
	  printing, and window control are a few of its functions.  The
	  utility window may be raised using the F14 (F6 on a PC keyboard)
	  function key.

Restart:  This process is restarted on console startup (CNSRUN).
