Pld Abstract

Usage :  PLD is the console program loader.  PLD caches the current
	  versions of applications, TV, and touch panel images and
	  manages the changing of program through the console shared
	  library routine CHGPGM.  A single PLD serves all the console
	  instances of a node.

Restart:  This process is restarted on a CNSRUN.
