Dpm Abstract

Usage :  DPM is the datapool manager.  All DIO data acquistion
	 passes through this manager.  DPM runs on all consoles 
	 and most central vaxes.  It is heartbeated on OPER,
	 CDBS, CFSS, and ADBS.  D3 is the DPM task usage peek
	 application.

Restart: DPM is restarted on an Acnet boot.  Because the datapool
	 global section must be destroyed and recreated and many other
	 applications may be stopped as a result, the pool is started
	 when ACNET is started.
